The SCR is a critical component in the water heater. It's responsible for handling the power applied to the heating elements by the circuit board. When the SCR is in short circuit, the control board will no longer be able to handle it and the SCR will allowed full power to the heating elements with no control. That will cause the thermostat to trip.
